Development Manager / Senior Project Manager - PBSA Owner/Operator, London

Salary: £80,000 - £100,000 p.a.

Are you an established Project Manager with consultant or development experience within Residential or Living? Interested in working for a client-side owner and operator of Real Estate?

Our client, a well-funded developer of Purpose Built Student Accommodation (PBSA) are looking to appoint a Senior Project Manager to join a small, close-knit team, to work on an enviable development pipeline in the UK. Working as part of the construction team, you will provide support to the Construction Director and Head of Projects for multiple mixed use and PBSA schemes across the UK in a timely and professional manner.

Role & Responsibilities:

  • Manage construction cost data, modelling and metrics including liaising with external quantity surveyors and where necessary liaise with internal and external stakeholders for new development opportunities including feasibility and viability studies.
  • Report regularly where necessary to other directors with regard to construction progress, risks and live issues.
  • Support the RIBA Stage 1 & 2 design development for a planning application including all necessary technical due diligence for 1 - 3 projects.
  • Assist with the procurement of consultants, professional services and negotiating terms of appointments.
  • Assist in negotiating commercial terms and agreements with existing and new repeat suppliers.
  • Monitor pre-planning programmes at pre-planning and pre-construction stages and co-ordinating activities to meet agreed target dates and monitor actual progress against them.
  • Attend all necessary meetings through RIBA Stages 1 to 4 for 1 - 3 projects.
  • Assist with the review of reports on title, legal constraints to develop, adjoining owners matters such as rights of light, party wall awards access licences and assist in their resolution prior to work starting onsite.
  • Assist with high level cashflows, and cost benchmarking on projects with external stakeholders as required.
  • After planning has been granted, support the RIBA Stages 3 & 4 design development for 1 - 3 projects.
  • In collaboration with the Construction Director or Head of Projects and external project mangers and quantity surveyors, provide support with the procurement of the main contractor including but not limited to.
    • Participate in Contractor PQQ process, interviews, short-listing
    • o Tender recommendations & Reports
    • o Assist in preparing final contract documents;
  • Assist in managing the BSR Gateway II process to and any associated remedial actions.
  • Take ownership of invoicing on 1 - 3 projects.
  • With assistance from the Construction Director or Head of Projects, liaise as required with legal advisers, funders, funder's surveyor and other advisers on development funding agreements, building contracts, professional services contracts, novation agreements, collateral warranties, bonds and insurances.
  • Be reasonable for the delivery of enabling works contracts and other smaller projects.
  • Assist in the preparation of information to support drawdown requests to funder's surveyor.
  • Oversee the progress of the contractor via regular site visits and attending progress meetings.
  • Attend regular update meeting with external project managers and quantity surveyors.
  • Attend site, when ad hoc issues arise with the aim of understanding the issues and discussing approaches aimed at their resolution.
  • Manage the delivery of off-site marketing suites, mock-up rooms etc
  • Be reasonable for the procurement and delivery of client direct contracts including loose furniture, internet/AV systems and FF&E on multiple projects.
  • Assist in the snagging and de-snagging process prior to Practical Completion (the physical inspections are carried out by consultants)
  • Assist in the management of the handover of completed projects to our internal asset management and external managing agents including staff training on building systems.
  • Assist in the monitoring and management of the Golden Thread information whilst works onsite;
  • Ensure that all digital H&S Files, Fire & Emergency Files and Operating & Maintenance Manuals comply with the contract documents and entry onto our internal databases.
  • Assist in managing the BSR Gateway III process to the BSR Completion Certificate and any associated remedial actions.
  • Post Practical Completion (occupation) and during the Defects Rectification Period, manage the rectification of identified defects as these arise and the end of the Defects Rectification Period inspections and implementation prior to the final release of retention.
  • And all reasonable duties required as and when required.

Candidate Requirements:

  • Degree qualified in a relevant construction related discipline e.g. building surveying, quantity surveying, project management or engineering.
  • Minimum of seven years post-qualification experience in a similar role (consultancy or developer).
  • Experience in £20m+ new build and, or conversion/refurbishment projects
  • Experience of JCT Design & Build contracts
  • Involvement in competitive and, or negotiated main contractor procurement construction sector
  • Knowledge of the UK planning system and prior experience being involved in the submission of detailed planning applications for complex new build and, or conversion/refurbishment projects is desired but not essential
  • Some prior experience of PBSA, Residential Apartment and hotels (also as mixed-use developments) is desirable but not essential
