Your new companyHays are delighted to be partnering with a highly reputable public sector organisation based in Edinburgh City Centre who are looking to appoint an Employee Relations & Policy Manager on a permanent basis. Your new roleIn this role you will be responsible for owning the design, development and implementation of colleague policies ensuring that they are compliant, inclusive and focused on improving colleague experience. You will lead a team of HR Advisers and HR Coordinators to ensure an inclusive, proactive and timely approach to ER case work is in place.You will form part of the wider senior leadership team within the People Directorate, leading and coaching the operational team to deliver a quality service to our stakeholders.As an expert in employee relations and policy, you'll shape the capabilities of the team and enhance case activity processes through training, toolkits, hands-on guidance and upskilling. ER & Case Management
- Responsible for ensuring the delivery of excellent HR operational service to employees and managers.
- Manages the overall workload across the HR Advisers to ensure manageable and equitable split, whilst also reviewing requests for resource to support, wider People Strategy related projects within the Directorate and allocating resource accordingly.
- Ensure consistent, risk-based advice and guidance is given to line managers to enable them to manage their people in a fair and transparent way, reviewing the data with People Partner and the Head of People Services, to ensure the right interventions and upskilling across core populations.
- Provide skilled, risk and environmentally aware advice in more complex ER cases and act as the escalation point for HR Mangers. May also get involved in management of more complicated and senior employee cases.
Policy Development & Maintenance
- Working with the Head of People Services and wider People Team to ensure transformation, development and management of our new and existing policies and procedures, by adopting a service design approach which will analyse all the data and engage the wider people team and subject matter experts, business representatives and Union partners.
- Responsible for HR policy audit, testing and development. Continually seek to improve our HR policies and processes, ensuring that they create a positive employee experience, add value, are easy to understand, accessible and engage all colleagues.
- Support the People teams in the implementation of policies to business areas through providing interpretation, advice and guidance on all people policies ensuring the highest standards of quality and consistency. Track success of policy changes through agreed MI frameworks and ongoing colleague feedback, implementing a continuous improvement approach to policy development.
- Maintain a strong external view of HR policies, legislation and good practice through horizon scanning, research and networking, with the aim to provide the leadership needed to guide the organisation to effective people-based solutions. Partner with key stakeholders and third parties as appropriate such as Trade Unions, legal, etc.
- Working with the People Partner, Organisational Development, Wellbeing team and Internal Communications colleagues, to develop an understanding of our People Strategy and projects, which you will embed through our policy journey and our People services team.
Leadership
- Lead, develop and coach the team of HR Advisors and Coordinators, nurturing a structured and inclusive culture.
- Set clearly defined objectives which are aligned to the overall direction of the People Directorate with meaningful personal development plans.
- Build confidence in the team, with empowerment for autonomy and decision-making, and a reputation for excellent customer service, working in partnership with the overall business.
What you'll need to succeedYou will need to be a CIPD qualified HR professional with a solid working knowledge of the principles and practices of employee relations and policy development and maintenance. You will also require an in-depth knowledge and application of UK employment law and regulations and proven line management experience, with strong interpersonal and communication skills.
