We are currently seeking for an Ofsted Registered Manager for one of our client's new Residential home based in Liverpool!
JOB PURPOSE
• Manage and oversee operations of the Children's Residential Home, ensuring compliance with all Ofsted standards and maintaining high-quality service delivery.
• Lead and guide staff in delivering person-centred care to children and young people with physical disabilities and complex health needs, promoting their independence and personal growth.
• Participate in the 24-hour on-call rota, providing first-level support and ensuring smooth operations across residential services at all times.
MAIN DUTIES AND RESPONSIBILITIES
Children's home
• Ensure compliance with Ofsted inspection standards and the Children's Homes Regulations 2015, while staying up to date with any new legislation or guidance that may arise.
• Drive positive outcomes by delivering high-quality support services that prioritize the well-being and development of children.
• Collaborate with registered managers, the Head of Operations, and the Director of Operations to review, monitor, and improve residential services, contributing to the overall strategic direction and continuous improvement of the provision.
Property management
• Manage and coordinate the home's operations, ensuring all day-to-day needs are met efficiently and effectively.
• Ensure adherence to health and safety policies, making sure staff consistently follow guidelines and procedures at all times.
• Oversee the development and regular review of comprehensive, person-centred plans for each child and young person, ensuring these plans are detailed and updated as necessary.
• Ensure children and young people are actively included and consulted in all aspects of their daily lives, promoting their involvement and choice.
• Facilitate a safe, welcoming, and homely environment, promptly addressing any issues that could negatively affect this atmosphere.
• Collaborate with other residential managers, promoting teamwork and continuity of care across services.
• Monitor the health needs of children and young people, working closely with local statutory services to ensure the best possible outcomes for their well-being.
Management of support
• Ensure staff support children and young people in achieving their learning outcomes, aligned with their individual learner profiles.
• Facilitate effective communication and collaboration with educational institutions and school staff to support children's educational progress.
• Encourage participation in enjoyable activities, promoting engagement and personal development for children and young people.
• Promote privacy, dignity, and respect as core principles of the support provided, while remaining vigilant about their overall well-being, including health and safeguarding.
• Serve as the Designated Safeguarding Lead, overseeing safeguarding responsibilities across the home.
• Facilitate regular meetings and key worker sessions, ensuring that each child and young person is listened to and their needs are addressed.
Staff management
• Provide line management to children's home staff, ensuring compliance with Ofsted requirements and support staff teams to deliver personalised care for children and young people.
• Ensure staffing levels meet contracted support hours for each individual child and young person.
• Plan and facilitate regular staff meetings, encouraging active participation and ensuring follow-through on required actions.
• Implement regular staff supervision, performance management, and annual appraisals, while providing ongoing coaching and mentoring.
• Ensure all staff attend mandatory training, and that additional relevant training is completed to meet the needs of the home, organization, and legislative requirements.
• Participate in the recruitment and interviewing of new staff to maintain high standards of care and professionalism.
• Establish robust communication systems to ensure new information about children and young people is shared appropriately, such as shift plans and reports.
• Maintain confidentiality and follow information-sharing protocols, ensuring sensitive information is only shared on a need-to-know basis.
Finances and resources management
• Contribute to future planning by actively participating in the development of a comprehensive service improvement plan and taking responsibility for its successful implementation to enhance the quality and efficiency of services provided.
• Effectively manage finances and resources within the allocated budget, ensuring that all spending aligns with the organisation's financial objectives while maximising the resources available to meet the needs of the children and young people.
• Manage devolved budgets as they are introduced, following relevant guidelines and demonstrating flexibility and competence in financial oversight to ensure efficient use of funds and accountability.
• Ensure strict adherence to policies and procedures, maintaining accurate and comprehensive records that provide a complete audit trail. This ensures transparency and compliance with regulatory and organizational requirements, particularly in preparation for inspections or reviews.
• Enforce stringent safeguarding procedures to protect children and young people's possessions, including cash, bank cards, and other valuables, ensuring all transactions and handling of their property are securely documented and handled in line with safeguarding and financial protocols.
Professional development
• Complete all induction and mandatory training as required, ensuring a thorough understanding of the organization's standards, safeguarding protocols, and regulatory requirements. Proactively seek out additional training opportunities, such as specialised courses in child care, safeguarding, or management, to stay up to date with industry best practices and evolving legislation.
• Develop strong, collaborative working relationships with all team members, children, and young people. Ensure communication is open, professional, and supportive, fostering a positive and inclusive environment. This includes actively participating in team meetings, mentoring newer staff, and engaging with external stakeholders as necessary.
• Participate in annual performance reviews with a reflective and proactive mindset. Use the feedback to identify areas for improvement and set professional development goals that align with both personal aspirations and the strategic direction. Seek opportunities for continuous learning, including leadership or advanced care qualifications, to further enhance your ability to support the organization.
Other responsibilities
• Ensure strict adherence to confidentiality policies; safeguarding all sensitive information about staff, children, and young people. This includes ensuring that all documentation, both in physical and digital formats, is stored securely and accessed only by authorized personnel. Exercise the highest levels of discretion, tact, and professionalism when handling sensitive information, and remain vigilant in protecting data privacy.
• Consistently comply with all organisational policies and procedures. This encompasses adhering to health and safety regulations, child protection standards, and all relevant legislation governing residential care. Demonstrate a commitment to upholding the core values of the organisation in everyday practice, ensuring that your work contributes to a positive and safe environment for both staff and children.
• Demonstrate flexibility and a willingness to contribute to additional tasks as reasonably requested by your line manager or the organisation. This may include supporting team members in urgent situations, stepping into leadership roles when needed, or taking on special projects to enhance the service provided. SKILLS AND ABILITIES
* ExperieNce at a senior level in working with children or adults with disabilities, meeting the experience requirements set by Ofsted.
* Demonstrated knowledge of operational management within service provision, including experience in overseeing care teams and daily operations.
* A working understanding of relevant legislation and policies, including the Children's Act 2004, Children and Families Act 2014, Health and Social Care regulations, Safeguarding policies, person-centred planning, the Care Standards Act, and the Human Rights Act.
* Thorough knowledge of care standards and Ofsted requirements, ensuring compliance with regulatory frameworks and inspections.
* Exceptional communication skills, with the ability to effectively engage with a wide range of individuals, using various communication methods and aids as required.
* Strong team player and independent worker, able to collaborate effectively within teams while also demonstrating initiative and the ability to work independently.
* Excellent organisational and administrative skills, with the ability to manage records, maintain documentation, and ensure operational efficiency.

PERSON SPECIFICATION
Qualifications
* NVQ Level 3 or equivalent qualification in a relevant field.
* Level 5 Diploma in Leadership for Health and Social Care (or willingness to undertake training to achieve this qualification).
* Willingness to register as a manager with Ofsted (through completion of the SC2 form).
* Proficient in numeracy and literacy skills, with qualifications equivalent to GCSE or higher in English and Maths
