Programme Delivery Lead (SC Clearable)
Certain Advantage are recruiting on behalf of a Public Sector client for a Programme Delivery Lead to join an important programme delivering a digital ecosystem of healthcare information services. Rather than a one size fits all approach, this ecosystem will provide an interconnected network of products and services based on common standards.
This is an 18month contract working inside IR35. Candidate must be eligible to obtain SC clearance (sponsored by the end client).
Purpose and Responsibilities
- As the Programme Delivery Lead you will ensure these information services are fulfilled to time, scope and cost; delivering outcome-focused digital and systems change.
- You will lead the delivery of all digital development, including the integration of COTS, as well as technical systems development to support business objectives.
- You will work closely with the Digital Product Owners to shape and manage the delivery of backlog technical change.
- You will work closely with internal resource and third-party developers to ensure business requirements are understood, supplier resources are committed to delivery and projects are kept on track
- You'll build and maintain motivated delivery teams utilising internal as well as 3rd party development resources. You'll ensure there is an iterative plan to work towards, driving the team to work at pace and focussed on delivering on their commitments.
- It'll be your responsibility to coach team members and others, facilitate continuous improvement and apply the most appropriate agile and lean tools and techniques for the environment.
- You will be required to proactively manage budgets, demonstrating spend in line with forecast. You'll also be required to deliver reports in line with the reporting requirements of the project and stakeholders.
What we're looking for in candidate applications
- Recognised Project Management qualification, such as APM PMQ
- Proven experience using a range of Agile project management methods and familiarity with a range of Agile toolsets
- Demonstrable years in a similar lead role, with responsibility for digital service enhancements
- Experience of managing third parties through the full project delivery lifecycle
- Experience in managing cross-functional delivery teams including remote/offsite and external resources
- Experience in matrix-managing delivery resources
- Experience in building successful delivery teams and understand team styles and how people work together
- Able to navigate and negotiate around obstacles, does not shy away from difficult conversations
- Soft Skills
