HSE Specialist (Construction and Contractor Management)

Help us to make a world of difference

Urenco offers a rare expertise in enriching uranium for the civil nuclear industry. In fact, we are the only company with the capability to do this at four sites across the world.

As a global leader in the production of low carbon energy, we work at the cutting edge of the transition to a sustainable, net zero world.

This transformational vision opens up unique and exciting opportunities to build a dynamic, energising, and rewarding career.

And right now, we're looking for a HSE Specialist (Construction and Contractor Management). Based at our Capenhurst site, you will serve as the Group Projects Subject Matter Expert for contractor and construction management, as defined by CDM Regulations and associated legislation. Your role will involve developing practical and effective arrangements for implementing relevant laws, best practices, and business requirements, ensuring excellence in construction and contractor management across the Group Projects portfolio.

What will your day look like?

Provide Expert Guidance: Offer practical advice on all HSE matters, with a focus on ensuring compliance with construction regulations and local management systems related to construction, project execution, temporary works, and contractor management. This will involve collaborating closely with HSE professionals across the organisation and building strong relationships with various stakeholders.
Develop and Implement Systems: Contribute technical expertise to the development and implementation of management systems that ensure compliance with relevant laws, company standards, and industry requirements, specifically for construction and contractor management. You will provide practical advice on how to apply these systems within the Urenco Group Projects portfolio.
Challenge and Advise Leadership: Work with leaders across Group Projects to assess and enhance performance in construction and contractor management. Collaborate with other business areas to identify and implement learning and improvement strategies.
Conduct HSE Activities: Lead and participate in a range of HSE activities, including investigations, audits, inspections, continual improvement initiatives, and training as required by departmental management.
Mentorship and Culture Development: Act as a mentor and coach to support compliance with legislation and foster the desired safety culture and behaviours across the site.
Performance Reporting: Develop and implement internal performance reporting tools, ensuring these are integrated into the operations of the three Capenhurst businesses. Ensure that external, including regulatory, reporting requirements are met.
What do you need to be great at this role?

Qualifications: NEBOSH Diploma in Occupational Health and Safety or equivalent, NEBOSH Certificate in Construction Health and Safety, IEMA accredited certificate in Environmental Management (or willingness to work towards it), and recognised lead auditor training (or willingness to work towards it).
Investigation Skills: Appropriate training in conducting investigations, including Root Cause Analysis (or commitment to undertake such training).
Experience: Proven experience in providing health, safety, and environmental management advice in a construction and project environment. Experience in working with or developing Integrated Management Systems or Safety Management Systems is essential.
Influencing Skills: Demonstrable success in influencing all levels of a business, particularly in environments where conflicting priorities exist, including beyond your direct reporting line.
Industry Knowledge: Experience in large construction projects within nuclear, COMAH, or other high-hazard industries, including interaction with relevant regulators. Experience in establishing frameworks to assess contractor performance against industry best practice and company objectives.
Organisation and Autonomy: Highly organised, able to work autonomously, prioritise tasks, coordinate efforts with others, and keep leadership informed of progress and challenges.
Communication Skills: Excellent written and verbal communication abilities, including the skill to explain complex concepts simply. Strong interpersonal skills to liaise effectively across all organisational levels, building trust and engagement. Proficiency in Microsoft Office applications such as Word, Excel, Visio, and PowerPoint.
Coaching and Support: Ability to coach and facilitate learning in the workplace, supporting the development of individuals and enhancing the cross-functionality of the wider HSE team.
Analytical and Problem-Solving Skills: Strong problem-solving and analytical skills, with the ability to identify opportunities for improvement and implement solutions effectively.
Legislative Knowledge: Broad understanding of the legislative landscape, with detailed knowledge of CDM Regulations and their practical application.
