Interim Assistant Director of (Corporate) Property Services Public Sector OrganisationDaily rate - £700.00 - £800.00 (inside of scope)Requirement to be on site 3 days per week

Adecco are currently working in partnership with a large London Borough to recruit Interim Assistant Director of (Corporate) Property Services. The role is responsible for the strategic leadership of Property Services which includes Estates, Property, Customer Engagement & Events and Projects. This role will also have overall responsibility for the delivery of professional and highly effective Security, Surveying, Projects, and Compliance service activities across Property Services.

Key accountabilities:

Form strategic alliances and develop productive relationships between the Council and other public and private sector investors, developers, and stakeholders to support delivery of the council's priorities.

Manage staff where appropriate to support the effective development, delivery, and evaluation of regeneration projects.

Responsible for ensuring all and any works carried out by internal teams, external teams, or contractors, meet in full, all the prevailing regulations.

Create a strategy and programme of investing in property to increase financial return.

To have overall responsibility of the maintenance & engineering, performance and business support, facilities managers, and cleaning teams.

To bring innovation and creativity, especially commercial and entrepreneurial skills, to enhance the Council's ability to act commercially in all property matters.

Acts on the professional advice and recommendations received from the Head of Service on a wide range of building surveying and capital project management matters to support delivery of service plan and corporate priorities.

Essential Knowledge, Skills & Abilities:

A detailed knowledge and understanding of property, development, and investment.

Able to provide expert advice across a range of property and development matters in a local government context, including knowledge of the statutory requirements of local authorities in relation to property.

Strong leadership and staff management skills including recruitment, selection and induction, team development, performance appraisal and management, mentoring and coaching.

Experience and in depth understanding of diverse facilities management.

Experience of the preparing analysis, advice and strategies and delivering at senior level.

Proven experience in the writing of policies and procedures and developing innovative and creative solutions.

Detailed knowledge of legislative framework and good practice for health and safety and compliance.

Ability to manage health and safety and compliance within a challenging and political environment.

Track record of delivering projects on and time and within budget.

Ability to interpret information, manage risks and make recommendations.

Working knowledge of carbon neutral projects / conservation/'green' technologies.

Comprehensive understanding of the security training needs necessary to work in a high secure environment.

Ability to analyse compliance data, assess risks, and implement strategies to ensure adherence to UK regulations is important.

Essential qualification(s) and experience:

A track record of delivering service improvements in a senior role within a large organisation.

Extensive experience of working on property and development maters particularly in a local authority or other public sector context.

Extensive experience of managing a portfolio of property assets including maximising income and ensuring that all landlord and tenant matters are dealt with.

Experience of giving advice on property investments opportunities and developing an investment strategy for an organisation.

Experience in managing and leading a service, including encouraging and inspiring people to perform well.

A relevant professional qualification / degree or suitable experience.

Experience in producing policy, advice and implementation for senior managers, board, and elected members to support strategic objectives.

Senior level operational FM management experience with a focus on Property Services.

Experience in managing contractors, budgets, and other performance indicators.

Experience of providing strategic advice on all health and safety, surveying, projects, security, and compliance issues.

Experience of managing change within a large complex organisation leading to positive impact on outcomes.
