Seeking a motivated and detail-oriented Procurement Policy and Governance Specialist to join a growing team, to drive excellence in procurement processes and oversee the development, implementation, and continuous improvement of procurement policies, procedures, and best practices. The ideal candidate will have a strong background in procurement, compliance, and governance, with the ability to collaborate with various stakeholders to ensure adherence to industry standards and regulations. Ideally you will come from a regulated background - either in Public Sector or Utilities and understand the regulations around process in this sector.
Key Responsibilities:
Develop and maintain procurement policies, procedures, and guidelines to ensure compliance with current utilities/public sector regs/industry best practices.
- Lead the design and implementation of governance frameworks to ensure transparency, accountability, and ethical practices in procurement activities.
- Monitor/evaluate procurement processes, identifying opportunities for improvement and recommending best practice to enhance efficiency and cost savings.
- Provide guidance and support to internal stakeholders on regulated procurement procedures, ensuring consistent understanding across the organization.
- Collaborate with legal, finance, and compliance teams to ensure procurement practices align with regulatory requirements.
- Develop and deliver training programs to promote understanding of procurement policies and governance across the organization.
- Conduct regular audits and assessments to ensure compliance with procurement standards and regulations, and prepare reports for senior management.
- Analyze market trends and industry developments to ensure the organization's procurement practices remain competitive and aligned with best practices.
- Serve as a subject matter expert on regulated procurement policy and governance, providing insights and recommendations to support strategic decision-making.
Qualifications:
- 5+ years of experience in procurement, with a focus on policy and governance within the public or utilities sector
- Strong knowledge of procurement regulations, best practices, and industry standards.
- Excellent analytical and problem-solving skills with a keen attention to detail.
- Demonstrated ability to develop and implement policies and procedures in a complex organization.
- Strong communication and interpersonal skills, with the ability to collaborate effectively with diverse teams.
- Proficiency in procurement software and tools, as well as MS Office Suite.
- Professional certifications such as CIPS beneficial
