We have a current opportunity for an Assistant Director of Engineering and Infrastructure on a permanent basis at SOAS University, London. SOAS was established over 100 years ago and has a compact estate right in the heart of Bloomsbury, near Russell Square, Goodge St and Euston. The Estates Directorate is responsible for the delivery of the Estates Strategy, which covers the areas of major construction and refurbishment projects; facilities operation and space management, including timetabling and energy management. The Directorate aims to ensure that the quality, functionality and operation of the estate and its associated infrastructure meets the needs of its users and supports the activities of SOAS.

The Assistant Director is responsible for managing, leading, and enhancing the estates maintenance team, ensuring compliance with all associated legislation and the provision of an efficient, effective, and customer-focused service. The role has ultimate accountability for the development and delivery of the capital plan and to provide professional expertise in service engineering, management of contractors and specialist service providers. Reporting to the Director of Estates and Strategic Programmes, the post holder will be ultimately responsible for delivery of relevant projects associated with the development, governance, implementation and reporting of estates capital, recurrent and compliance work projects, programmes, and services.

The post holder will be the operational lead for the BHP district heating project, utilities and be integral to the delivery of our Net Zero ambitions.

Candidates will need to balance strategic vision, management expertise and practical experience to lead the maintenance and enhancement of the estate and provide a wide range of services across the University.

Engineering and Infrastructure Service Delivery

  • Lead the implementation of appropriate building and infrastructure services across the estate.
  • Lead the technical design and specification of standards in relation to building services and infrastructure across the SOAS estate, including compliance to building regulations and CIBSE best practice.
  • Responsible for delivering an excellent customer-focused estates service to support the student, staff, and visitor experience.
  • Develop, deliver, and embed a new environmental and sustainability strategic focused approach to all estates-related activities in support of achieving a net zero carbon campus and future proofed space management.
  • Support the Assistant Director Campus Safety to ensure delivery of the Incident and Emergency Management and Business Continuity Plans.
  • Ensure operational delivery of a maintenance regime to ensure compliance with all relevant legislation and standards.
  • Ensure the delivery of all works are carried out safely, in line with scoping and specification requirements and budget (including critical and non-critical PPMs).
  • Be the subject matter lead on all Engineering and Infrastructure, advising project managers on scope, strategic specification, design and delivery stages of building projects.
  • Drive a zero-tolerance safety culture within the E&I team, suppliers and contractors
  • Initiate, define and develop policy and planning systems consistent with the Estate Strategy and Business Plans and to monitor progress to establish effectiveness to ensure plans are delivered in accordance with operational and long-term strategic objectives.
  • Review, monitor and evaluate existing service provision, keeping abreast of feedback and broader developments in the external environment, to ensure appropriate developments and innovative solutions are proposed to maintain or enhance the quality and effectiveness of the service provided taking account of legislative changes.
