We are currently seeking a Finance Manager - Capital to join a reputable public sector organisation on a temporary basis. This is a 6-month contract position (possible extension) that offers a daily rate ranging from £600 to £650 per day Umbrella (inside IR35) Hybrid but mostly remote

As the Finance Manager - Capital and Planning, you will be responsible for coordinating and supporting the development of the organisation's medium-term financial plan and capital programme. You will ensure adherence to governance procedures and processes, ensuring that financial regulations are up to date. Proactively identifying and interpreting major issues likely to affect the organisation's finances, you will report upon their potential impact. Additionally, you will manage staff and deputise for the Head of Finance when necessary to support the achievement of the organisation's objectives and targets.

Key tasks for this role include:

1. Coordinating and supporting the development of the organisation's medium-term financial plan and capital programme.

2. Guiding, advising, and supporting senior managers in the resolution and interpretation of technical and policy issues regarding related funding that are likely to affect the organisation's finances.

3. Providing inputs into quarterly monitoring reports, keeping up-to-date due diligence reports and reconciliations regarding capital and revenue budgets against the plan.

4. Proactively assisting the integration of the revenue budget and capital programme with other financial and planning processes within the organisation.

5. Providing expert financial advice and information regarding capital and supporting the Capital Strategic Asset Board in its assurance/governance function.

6. Offering expert advice to other staff within any areas of specific personal expertise to help resolve local issues, continuously pursuing new and novel solutions to improve the way the organisation delivers its policy steers.

7. Preparing technical reports, providing briefings, presentations, and training as required.

8. Seeking to influence customers and establishing local partnerships and collaborations as opportunities arise to deliver common objectives.

9. Participating and leading cross-team projects and working groups to enhance the delivery of the capital programme, financial plan, and policy steers.

10. Managing staff through recruitment, training, motivation, and development to ensure that agreed outcomes and targets are achieved.

11. Actively contributing to the management of the finance community.

12. Assisting in the development and delivery of the finance business plan, ensuring that all staff have agreed outcomes and targets consistent with that business plan.

To be considered for this role, you must be a CCAB qualified accountant, CIMA, or hold an equivalent overseas qualification. Your expertise in these qualifications will be invaluable in carrying out the responsibilities of this role effectively.
