Hi, I'm Phil Watson, Director for Family Help and High Needs at Norfolk County Council, and I am proud and excited to be advertising critical senior roles for our new Family Help service.

As a Good Children's Service and following the successful pilot of an approach here in Norfolk, working as multi-disciplinary teams to collaboratively meet the needs of children, and in a culture that prioritises relationships, direct work and extended family networking to affect sustainable change, you will be joining at a critical time as we continue to build on and embed our model countywide.

This way of working, whilst mirroring some of the ambitions laid out in the National Children's Social Care Review (2022) and the Government's response to that, Stable Homes Built on Love (2023), it further amplifies and enhances elements we know have worked for our children, families and practitioners in Norfolk for some time.

However, we have ambitions that this model will continue to evolve, and alongside your inspirational leadership and influence across the system, that interventions become even more multi-agency, integrated and aligned with our early help offer.

I invite you to consider whether you have the ethos, passion and leadership skills to join our leadership team.

We are looking for area-based heads of service for both our Prevention and Protection services across the County. Heads of Prevention and Heads of Protection will be paired and manage across a geographical patch, with the former leading on preventative support and the latter with a focus on social work practice and expertise. You will need excellent inter-personal skills to ensure you are jointly leading and delivering highly effective services and MDT support spanning help and protection.

We are seeking:

  • X1 Head of Family Help (Protection) City and South
  • X1 Head of Family Help (Protection) North, East and Broadland
  • X1 Head of Family Help (Prevention) West and Breckland

These are some benefits you can enjoy by working for Norfolk County Council:

  • Competitive salary
  • Generous holiday entitlement with the ability to buy and sell leave
  • Health and Wellbeing services including fast-track physiotherapy and a free counselling service
  • Flexible working opportunities including flexi-time, part time, remote and hybrid working - dependent on your job role and business need.
  • Financial benefits such as:
    • 'Norfolk Rewards' our employee discount programme which helps you save money on almost anything, from everyday groceries and clothes, to holidays, new technology, gym membership, trips to the cinema and days out.
    • A Blue Light card for Fire Service and Social Care Workers
    • Relocation expenses (where applicable)
    • An advance of your expenses if you travel for work
    • Local Government Pension Scheme with generous employer contribution, life assurance, death in service payments and dependants' pensions.
    • A payment if you refer someone you know to a hard to fill job.
    • Tax efficient ways of getting extra pension, new bikes and electric cars.

Further details on each of these roles and eligibility criteria, can be found within the job descriptions for each respective role - links can be found on our website.

If you would like a conversation regarding the roles, please contact Jen Dewar, Assistant Director Family Help and High Needs to arrange a time to speak.

Please apply with a CV and a supporting letter outlining how you meet the person specification.

We are committed to equality and inclusion and welcome applications irrespective of gender identity, disability, marital status, ethnic origin, age, pregnancy status, religion or belief, or sexual orientation. We are proud to have achieved Carer Friendly Employer Status, Disability Confident Leader Status, the Employer Recognition Scheme award for the Armed Forces Covenant and to be one of the authorities piloting the workforce race equality standard (WRES).
