What you'll be doing;

Reporting to the Municipal Development Director the role holder will be responsible for managing and developing the team's long-term Municipal financial planning model, which underpins the Strategic plans within Corporate Development. They will also be responsible for providing incisive financial analysis and strategic insights which support the evaluation of strategic options, new ventures or existing operations through testing different business options and understanding any broader implications, the risks and returns.

To innovate and lead key finance Municipal Development improvement projects to further develop our financial systems, improve our service to internal customers and lead the drive for optimum efficiency in all finance processes.

The role heads the Municipal Financial Modelling Team and is part of the Public Sector Development Senior Leadership Team headed by the Municipal Development Director. They will lead the Municipal Development Financial Modelling Team, a key component of the Public Sector Development Team. They will oversee the financial modeling of projects with a typical combined annual Contract value of £90m (£720m in total). As such the role is central the continued growth and financial health of the Municipal Business Unit

You will be responsible for:

  • Manage a team of 4 Financial Modellers
  • Review, analyse and assess the financial and contractual risks/opportunities on complex multi-million £ revenue projects. Propose solutions to mitigate them. This includes optimising the financial returns, reviewing complex payment mechanisms. i.e. inflation risk, material sales risk, revenue share mechanisms, etc.
  • Responsibility for the professional development of direct reports
  • Present the financial aspects of the projects to the Veolia Executive Committee for internal approval (InvestCo paper, InvestCo meeting).
  • Working closely with the Municipal Development Director, Head of Municipal Development, Managing Director of Municipal and other key stakeholders to design and deliver a short (annual) medium (three years) and long term (5+ year) growth strategy and to review and adapt this strategy as required
  • Continue to improve Financial Model Templates and undertake periodic audits of the Financial Model
  • Support mobilisation of contract wins including budget preparation, annual reconciliation and review in conjunction with Regional Financial Controllers
  • Undertake a One Year anniversary health check of newly won Contracts, assessing original model with actual performance and identifying any areas of potential improvement
  • Actively maintain commercial awareness/intelligence of both waste industry and macroeconomic trends
  • Produce and/or review finance related sections of commercial papers presented to client including projections of financial savings/income not captured in the financial model
  • Support the Corporate Development Director in various initiatives in addition to bidding
  • Input into Business Management report preparation
  • Support coordination and consolidation of budgets and long term plan processes and presentations
  • Investment business, financial and technical support and governance
  • Attendance and partincipation in Investco meetings
  • Board report preparation
  • Key Development point of contact for Statutory Accounts preparation and audit queries (Municipal)
  • Key Development point for accounting papers for EY, Paris, Group Finance
  • Strong financial control and understanding including inter-company, balance sheet reconciliation
  • Production and monitoring of key financial metrics
  • Commercial and technical support to Development, Finance Operations
  • Comprehensive working knowledge of Vector, Cognos, SAP, Bex and BI
  • Compliance with all Veolia policies and procedures including those associated with investment
  • Work closely with Regional Financial Controllers to ensure that bid costs are reflective of adjusted actuals
  • Working with Head of Municipal Development in early market engagement to shape procurement process, delivering a win-win outcome for Local Authorities and Veolia
  • Present key aspects of project financials and commercials to senior client representatives including complex and multifaceted risk, demonstrating the potential financial impact of this risk and how it can be mitigated
  • Ensuring that their team has a full understanding of client pricing schedules including any recommendations as to how these could be improved
  • Ensure that financial aspects of submissions ar accurate, robust and capture Veolia requirements
  • Interrogation of key client documentation such as staffing lists running to the hundreds and ensuring that their team caprtures pricing requirements
  • Lead financial negotiations
  • Retain a network of external stakeholders including consultancies and Local Authority customers
  • Keep abreast of market trends and developments particularly economic e.g. tax
  • Form part of the mobilsation team and contribute to contract stabilisation
  • Attends suppliers information days as a representative of Veolia.
  • To provide a platform for mutually beneficial contracts / relationships.
  • To deliver real service difference in a controlled and transparent / auditable manner.
  • Be the development point of financial contact for that respective contract

  • 5+ years of relevant professional experience, ideally including building and working with financial models.
