Transformation Project Manager - Construction & Asset Management

About the role and what we’re looking for
Main duties and responsibilities
• To manage large-scale, high-profile construction projects through the recognised RIBA stages, ensuring effective procurement and monitoring of technical and build suppliers while maintaining strong stakeholder engagement and financial management.
• To identify and implement service and budget efficiencies across the corporate landlord function, managing project and workstream design, delivery and handover into business as usual.
• To set principles, policies and standards for the governance of projects, assuring the agreed timescales, budgets and outcomes leading to business value are achieved.
• Lead key projects and reviews in the specialist areas of construction and asset management, and drive implementation of new policy, procedures, and standards to ensure effective improvement and compliance within services undergoing transformation.
• Manage experts in relevant fields to support the delivery of business projects; using appropriate channels to second temporary resources, recruit fixed term or permanent staff, hire agency contractors, and secure resources from third parties.
• Ensure the full and effective handover of projects so that service areas understand their ongoing 'business-as-usual’ obligations and sign-off on all work.
About you
Your essential qualifications, knowledge and experience
• Programme or Project Management Qualification such as MSP, Prince 2, APM, Agile etc Knowledge of a broad range of programme and project management techniques including the RIBA plan of work.
• Awareness of the Local Government working environment and decision-making processes.
• Two years’ experience managing projects in property, asset management or construction.
If you have the following skills, knowledge, experience or qualifications - it’s a bonus
• Contract management skills - the ability to monitor and manage supplier performance.
• Awareness of the Local Government legislative context including data protection, procurement and equalities legislation as they affect public sector bodies.
• Professional qualification, or working toward, in a property, facilities or construction related discipline, such as IWFM, RICS, CIOB
• Recognised Health and Safety qualification such as IOSH or NEBOSH general certificate.
