Reporting to: Head of Building Control
Payrate : £600.00 per day (Umbrella)
Start date: 8th July
Duration : 12 weeks initially (potential for extension)

Wanted a Principal Building Surveyor for a London Borough Council to lead technical services for the Building Control Authority, ensuring all building work complies with building control legislation and regulations, including enforcement of higher-risk buildings with the Building Safety Regulator on behalf of the Council. You will oversee public protection by enforcing building regulations and managing demolitions and temporary structures within the Borough. Additionally, you will manage the Council's response to dangerous structure incidents, coordinating personnel and assets, and liaising with emergency services. You will contribute to the overall leadership of the Building Control Authority, participating in corporate programmes and initiatives as needed, and deputise for the Assistant Director of Building Control as necessary.

Responsibilities

Provide technical advice and prepare reports on building safety, regulations, and land charges.
Contribute to Council responses to government consultations and technical reviews on building safety and regulations.
Support the Building Safety Regulator under Section 13 of the Building Safety Act 2022 in regulating higher-risk buildings and enforcing regulations.
Ensure full cost recovery for the Council under the Building Safety (Fees and Charges) Regulations 2023.
Ensure 'restricted activities' are undertaken only by registered inspectors with appropriate qualifications.
Ensure building inspectors meet competency, training, and development standards set by the Building Safety Regulator.
Enforce building regulations using powers under the Building Safety Act 2022 and Building Act 1984.
Investigate and prosecute offences under Section 57 of the Building Act 1984.
Address unauthorised building work and resolve contraventions in the Borough.
Serve Stop and Contravention Notices for breaches, and prosecute as required.
Serve notices under Section 36 of the Building Act 1984 for the removal or alteration of offending work.
Reject unlawful Initial Notices, Amendment Notices, and Final Certificates.
Enforce building control prohibitions under the Building Safety (Responsible Actors Scheme and Prohibitions) Regulations 2023.
Ensure training and development for the Council's dangerous structure engineers.
Contribute to emergency contingency plans for dangerous structures.
Inspect demolitions and temporary structures, issuing relevant notices and licences.
Review fire safety information in planning applications and advise on compliance with fire safety policies.
Appoint third surveyors as per the Party Wall etc. Act 1996, ensuring best practices are followed.
Deputise for the Head of Building Control as required.
Contribute to policy development for the Planning and Place Department.
Ensure Health and Safety compliance within the Building Control Authority.
Ensure compliance with General Data Protection Regulations.
Respond to Freedom of Information and Environmental Information Regulations.

Qualifications

Membership of MRICS, CABE, or similar
Essential: Qualified to Class 3 Registered Building Inspector
Five years post-qualification experience, preferably in management.
