Venn Group are currently recruiting for an interim Head of Contracts and Commercial, on behalf of a large London Local Authority.

The post holder will be leading the Contracts and Commercial function to support the delivery of the Council’s high-profile investment, repairs and compliance programmes investing in existing homes.

Position: Head of Contracts and Commercial

Hours: 36 hours per week

Location: London

Duration: Interim 3-6 months

Hybrid: 2 days on site / in the Borough

Responsibilities:

• Manage the contracts and procurement for Property services/Council homes e.g. contractual agreement for repairs services
• Lead internal and external teams on developing Housing Capital Works and Services contracts, as well as Compliance Works Servicing, from feasibility study to commencement of construction
• Represent the department at Council meetings such as Cabinet and Housing Advisory Board
• Manage a team of four to lead and support the engagement and management of the supply chain to support the Council’s objectives
• To manage negotiations and contractual disputes on behalf of the council, reporting outcomes and impacts on governance, budgetary and contractual positions to relevant boards
• Stakeholder management across corporate services, including Procurement Services, Finance, Legal and Governance, as well as across the Council Housing Service including the Homes and Resident departments

The Person:

• Experience of delivering procurements and robust contract management within public sector procurement governance structures is integral to this role
• Should be able to review contract models and be able to advise project teams of the options available to them
• Experience of individual leadership and responsibility for the achievement of results and performance of the service
• Experience of delivering successful outcomes in Construction procurement and leading teams and acting in partnership with others as an enabler and advocate, and of successfully working with elected and/or Board Members
• RICS Qualification is desirable but not essential
