We are partnered with a highly reputable client within Transport industry sector, that are looking for an experienced Policy and Strategy Officer to work on a very exciting Fixed Term Contract opportunity based in the United Kingdom.

Role: PRINCIPAL POLICY AND STRATEGY OFFICER

Salary: £54,000 - £63,000 per annum

Location: Various Locations - UK

Style: 12-month FTC, Hybrid

The Role:

We are seeking a specialist to manage and develop the work programme and policy in the areas of decarbonisation, climate change adaptation, and emerging transport technologies. This role will involve enabling collaborative working with key partners and supporting cross-cutting policy initiatives aligned to strategic transport plans.

Key responsibilities include managing and delivering activities defined within the Decarbonisation Strategy and Action Plan, alongside the wider team. You will be expected to foster strong relationships, both internally and externally, to ensure an integrated approach to various policies that drive decarbonisation and the opportunities emerging technologies bring.

You will initiate and manage the development and implementation of new and existing strategic and policy initiatives. You will also support the ongoing development of evidence bases and work with Local Transport Authorities and Mayoral Combined Authorities to assist their efforts. As part of this role, you will lead and manage the 'Employee Carbon Group' and take a significant role in the Decarbonisation group and other governance forums.

This role requires working with a variety of partners, including local transport authorities, transport system operators, industry groups, environmental and sustainability stakeholders, government departments, and technology innovators, to ensure a cohesive, strategic approach to decarbonisation and transport technology across all workstreams.

Some Key Responsibilities:

People Management -

* Lead, inspire, and develop team members by setting clear objectives, managing performance, and ensuring the team possesses the necessary skills and resources to effectively deliver on workstreams. Foster a collaborative environment that aligns with the organisation's values.

* Work closely with the Head of Strategy, Policy and Research to ensure the delivery of a consistent and impactful strategy and policy service. Take ownership of key workstreams, providing leadership and working in partnership with other policy leads to drive progress.

* Provide tailored development support to team members, including regular feedback and guidance, to promote high performance and enable career growth and progression within the team.

Strategic advice including business case development -

* Translate business objectives into clearly defined business cases, cost structures, or programmes that meet the organisation's internal standards and requirements.

* Actively contribute to the successful delivery of activities, positioning the organisation as a regional centre of excellence, with a particular focus on leading engagement with other sub-national transport bodies.

* Collaborate across teams to ensure policy and research programmes align with and support the needs of local partners, working closely with lead officers, the Strategic Oversight Group, and the Executive Board.

Policy / Process Development and Project Management -

* Lead and manage the delivery of specific strategy and policy development programmes, focusing on decarbonisation and emerging transport technologies, as directed.

* Oversee and ensure the successful implementation of activities outlined in the Decarbonisation Strategy and the Decarbonisation Stocktake and Action Plan.

* Promote strategic thinking around decarbonisation and transport technologies, supporting their integration across workstreams and activities.

* Support and enable the provision of effective statutory advice across various policy areas, including decarbonisation and transport technologies, as appropriate.

* Collaborate with other Sub-National Transport Bodies (STBs) on key policy matters such as decarbonisation, climate adaptation, and transport technology, representing the organisation in joint STB working groups.

* Actively contribute to the development and delivery of products related to carbon, climate adaptation, and the adoption of new transport technologies across networks and users

Stakeholder Management -

* Build and maintain strong relationships with key stakeholders, both internally and externally, to advocate for and drive change in alignment with the Decarbonisation Strategy (2021), Decarbonisation Stocktake, and partner ambitions related to new and emerging technologies for networks and users.

* Provide proactive and innovative thought leadership, contributing to the effective dissemination of evidence and supporting wider strategic thinking on decarbonisation and innovation with local transport authority partners and business organisations.

Some Key Deliverables:

* Lead the provision of comprehensive environmental / innovation policy and strategy capacity

* Manage the delivery and implementation of our decarbonisation strategy and future mobility activities

* Manage the delivery and implementation of environmental and innovation objectives

* Programme management of all policy and strategy workstreams in compliance with agreed procedures and guidelines
