Are you passionate about shaping the future of housing in Enfield? Join our team as a Housing Strategy Officer and play a key role in developing and implementing housing policies that will improve the lives of local residents and contribute to the growth of affordable housing.

Key Responsibilities:

* Strategy Development: Lead the development of the council's housing strategy, including policies on affordable housing, regeneration, and meeting local housing needs.

* Housing Needs Assessments: Conduct detailed housing needs assessments to understand the requirements of various demographic groups, including low-income families, vulnerable groups, and key workers.

* Policy Creation: Formulate housing policies to address current and future housing challenges, working to ensure alignment with national and local planning and housing guidelines.

* Data Analysis: Analyse housing data and trends, including demand for housing, housing affordability, and housing stock. Use this data to inform strategic decisions and improve housing services.

* Partnerships & Stakeholder Engagement: Work closely with external partners such as housing associations, developers, government bodies, and other stakeholders to deliver housing objectives. Represent the council in regional and national housing forums.

* Planning & Development Support: Support the planning department in identifying areas for new housing development, regeneration, and land use. Contribute to planning applications and zoning decisions.

* Funding & Resources: Identify potential funding sources and support the preparation of funding applications for new housing projects, ensuring financial viability and sustainability.

* Monitoring & Reporting: Monitor the implementation of housing strategies, ensuring they are delivered on time and within budget. Provide regular reports to senior management and elected officials on progress and outcomes.

* Sustainability Initiatives: Integrate sustainability and environmental considerations into housing policies, ensuring new housing developments meet energy efficiency standards and promote sustainable living.

Essential Qualifications & Skills:

* Experience: At least 3 years of experience in housing strategy, planning, or a related role, preferably within local government or a housing association.

* Knowledge: In-depth knowledge of housing policy, housing law, the planning system, and housing finance. Familiarity with government funding programs for housing projects is essential.

* Analytical Skills: Strong data analysis and research skills, with the ability to interpret housing market trends and make evidence-based recommendations.

* Project Management: Experience in managing projects from conception to delivery, including the ability to set goals, manage budgets, and meet deadlines.

* Communication Skills: Excellent verbal and written communication skills, with the ability to prepare reports, present complex ideas, and engage with a range of stakeholders.

* Negotiation Skills: Strong negotiation skills to work with developers, housing associations, and local authorities to deliver housing projects.

* IT Proficiency: Proficient in Microsoft Office, data analysis software, and housing management systems (e.g., GIS mapping tools, housing stock software).

* Policy Writing: Experience writing housing policies, strategies, and reports for senior management, councils, and stakeholders.

Desirable:

* Relevant Qualifications: A degree or professional qualification in Housing, Urban Planning, Public Policy, or a related field (e.g., CIH Level 5 Diploma in Housing).

* Experience in London: Familiarity with housing issues and policies specific to London, including the challenges of urban regeneration and affordable housing provision.

* Multilingual: Ability to speak additional languages is a plus.
