Purpose of the job

To be responsible for the effective management and development of the Special Educational Needs (SEND) Team in the provision of customer focused, SEND identification, assessment & planning services on behalf of the LA, to comply with relevant legislation and codes of practice.

The post-holder will have a key role in supporting access to and availability of appropriate education provision for a range of children & young people with special needs and will provide SEND expertise and input into service improvement projects.

Key job outcomes/accountabilities

The manager will manage one of these three key areas:

* Manage the effective statutory assessment process (identification and assessment) for children & young people with additional learning needs/special educational needs and disability (SEND) in line with the SEND Code of Practice and Children and Families Act.

* Manage the effective review of Education and Health Care Plans in line with the SEND Code of Practice ensuring needs are being met, progress made and preparing for Adulthood outcomes are being delivered

* Manage and oversee all Tribunal appeals in line with SEND related policies and SEND Regulations so that statutory: timescales are met, data capture is accurate and reporting and analysis is available as required.

* All managers will be involved in:

* Manage the effective statutory assessment process (identification and assessment) for children & young people with additional learning needs/special educational needs and disability (SEND) in line with the SEND Code of Practice and Children and Families Act.

* Manage the effective review of Education and Health Care Plans in line with the SEND Code of Practice ensuring needs are being met, progress made and preparing for Adulthood outcomes are being delivered.

* Ensure that the most suitable education provision is available to child or young person with SEND at the right time to meet their educational needs.

* Develop, consult, implement, review and monitor all SEND related policies, taking account of the SEND Code of Practice, other relevant legislation and guidance along with general best practice advice.

* Lead and manage quality assurance across the SEND Team, including the quality assurance framework for the quality of EHCP's and data input and reporting.

* Co-ordinate decision making processes surrounding the allocation of resources in relation to SEND casework.

* Represent the LA at a range of meetings, to include, Tribunal Hearings, the Chairing of Resource Allocation Panels, along with other forums & key meetings.

* Consult upon & negotiate suitable & appropriate placements in partnership with parents/carers so that the assessed needs of children & young people are met.

* Support schools & other educational establishments in providing suitable alternative placements for children & young people employing a range of strategies as appropriate.

* Provide advice, guidance & support to schools & partner agencies so that a consistent city-wide approach to children & young people with SEND is in place.

* Ensure that effective systems are in place for monitoring, tracking & evaluating individual pupil casework relating to formal processes & academic, social & emotional progress.

* Recommend and agree overall budget and areas of specific expenditure. Ensure that financial objectives within area of responsibility are achieved and secure value for money.
